As a consequence of Cairo Declaration in July 2012, talks between Libya and Egypt continue toward serious steps for achieving desired cooperation on all levels. On August 6th, the Libyan Minister of Economy, Mr. Ahmad Al Koshly met with Mr. Saleh, Egyptian Minister of Industry and Foreign Trade, in Cairo to discuss further topics of cooperation and development.

As a sign of good intentions, both sides agreed to jointly explore the financial sums due to Egyptian companies operating in Libya, as well as the Egyptian workers, who were adversely affected by the Libyan uprising, through both Ministries of Finance. The sum is expected to reach about 667 million Egyptian pounds in sectors of construction, land reclamation, energy, oil, health… etc.

The two parties also expressed their interest in increasing the trade between the two countries, especially that the value of trade was driven down to 467 million dollars in the period from January to April 2012. The intra-trade is planned to increase through the removal of all barriers against the trade movement, the completion of work in the customs crossing in Al Salloum, and reconsidering the establishment an industrial region on the borders for energy-heavy industries such as: cement, iron, and aluminum. Attention was drawn to the removal of customs fees in the future in pursuit of more economic integration, after the removal of visa requirements for freer movement of people between the countries.

The role of private sector in achieving development in both countries was stressed. In the aftermath of revolution, Libya needs to reestablish its infrastructure. While the country might have the needed material resources, Egypt can provide the technical support and training, as well as the needed labor, required mostly in sectors like construction, oil, and energy. Recently, the Egyptian construction company "The Arab Contractors" has established a Libyan branch with a capital of two million Libyan Dinars. Facilitating the legal measures for the mutual private sector investments comes as a priority for the two governments.

The next round of negotiations comes in the first half of September, where the Egyptian Minister of Trade will be visiting Libya with a high-level delegation of stakeholders from different ministries, businessmen, capitalists among others, to explore the needs of the Libyan market of Egyptian products and services in addition to other potential private sector investments.

For the half year, the Company recorded revenue of $29.8 million, EBITDA of $5.4 million and profit of $1.2 million. This compares to revenue of $20.0 million, negative EBITDA of $3.2 million and a loss of $5.8 million in the comparable period last year. The six month period has been positively impacted by an equipment shipment worth $10.7 million made to the Man-Made River Authority ("MRA") in Libya under an existing 2010 contract.

Total revenues were $29.8 million compared to $20.0 million last year, an increase of 49%. The increase in equipment sales (44% of total revenue) was largely responsible for the overall increase. Total operating expenses for the period were $20.0 million compared to $21.3 million in same period last year, down 6%.

The overall decrease is principally related to the decline in general and administrative expenses (32% of total expenses) which are down 32% compared to the prior period. As in the three-month period, the majority of the variance relates to economies of scale achieved from the integration of prior acquisitions and a foreign exchange gain. Additionally, the prior period included restructuring costs associated with the temporary halt in Libya operations. Engineering and operations (37% of total expenses) increased by 4%. The increase relates to an acquisition made late in the second quarter of 2011 partially offset by operational efficiencies. Marketing expenses (20% of total expenses) increased 24% due to increased business development activities in international regions.

Gross margin increased to 75.3% compared to 70.5% in the previous period. The first half of 2011 had a lower margin due to an inventory write off for Libya and termination costs for contract personnel associated with the Libyan contracts. Working capital at June 30, 2012 was $64.1 million compared to $61.4 million at December 31, 2011.

Current assets include $29.8 million in cash and $35.0 million in accounts receivable. At June 30, 2012, a total of $16.0 million was outstanding from the MRA, which includes new receivables of $8.1 million.

AECOM is overseeing a $80 billion project to build 160,000 housing units throughout the country, about a quarter of which will be in Benghazi, and refurbishing sewage and paving roads there. Overall, however, Libya plans to spend $500 billion over the next decade on a host of projects. New universities are being planned, Tripoli’s shabby airport is being overhauled, new Toyota and Honda sedans abound in the streets and trendy cafes dot street corners. The International Monetary Fund forecasts Libya’s economy will grow by 5.4 percent this year, while the UN said foreign direct investment into the country quadrupled from $1 billion in 2005 to $4.1 billion in 2008.

“It’s absolutely the boom country at the moment,” said Richard Barber, a British supervisor with HanmiParsons, a South Korea-based construction management company. “So many engineers from Dubai and the rest of the Mideast are coming here now and finding work, including me.” The country’s surge sits in stark contrast to the Libya of just over decade ago, when it was struggling under international and US sanctions linked to Libyan leader Muammar Gaddafi’s support for terrorism and the country’s weapons of mass destruction program.

Gaddafi’s decision to renounce terrorism, hand over the two suspects wanted for the 1988 airline bombing over Lockerbie, Scotland, and pay compensation to the families of the 270 people killed in the attack paved the way for Libya’s re-entry into the international community. The US restored relations and reopened its embassy, American and European oil firms have flocked to the country, home to Africa’s largest proven oil reserves. In addition, the government is pushing to revamp the business climate and a rapidly growing private sector has actively sprung up, reflecting a system that analysts say is surprisingly capitalistic in a socialist nation. The projects under way are as much a product of that contradiction as they are a reflection of Libya’s challenges.

Unemployment, according to the CIA, is pegged at around 30 percent, and Libya’s youth — who comprise the majority of the population — struggle to find affordable housing. It’s a prerequisite here, like elsewhere in the Arab world, for marriage. The banking sector is being reformed. Italy’s UniCredit was recently awarded the first international license. A second license has been offered, though it remains unclear when, or if, it will be awarded. But more work needs to be done, said Tarek Alwan, the managing director of SOC Libya, a London-based company that advises firms looking to do business in Libya. “Even credit cards are not widely accepted. Cash is still ‘king,”’ he said.

More troubling for businesses is Libya’s image and the country’s unpredictable politics. Little, if anything, in Libya happens without a nod from Gaddafi, who has ruled the nation for more than 40 years. Critics say the “Brother Leader,” as he is known domestically, is possibly the biggest single impediment to Libya’s successful and complete reintegration into the international community. In a decision that left experts scratching their heads, Gaddafi last year floated the idea of disbanding the government and distributing the country’s oil revenues directly to the people. The move — which he described as necessary because of corruption in the system — failed to materialize. Oil companies also found themselves renegotiating their contracts, and were squeezed into agreeing to turn over a bigger share of their production and paying bigger signing bonuses. Libya’s past deeds still weigh on its image.

Celebrations last August for the return of the terminally ill Libyan agent who was the sole person convicted in the Lockerbie bombing from the Scottish prison ignited a furor that left the US and Scotland in a political sparring match. It also left oil giant BP PLC fending off allegations that it lobbied for the man’s release just eight years into his sentence in order to win oil concessions. Whether or not BP had a role in the decision to send the Lockerbie bomber home, “they’re paying the price for it,” said John Hamilton, a Libya expert and contributing editor of Africa Energy. “And other companies looking at Libya are going to have to realize that they may have to deal with similar issues” there.

For their part, the Libyans are simply focusing on making up for lost time. Throughout Benghazi, new sewage pipes and electrical lines are being laid. In Tripoli, Turkey’s EMSAS Construction is working on a $1.3 billion luxury high-rise complex along the road to the city’s airport. The Bab Tripoli complex, to be completed in November, will include 2,000 apartments, a hospital and a giant mall with an ice-skating rink and a 22-lane bowling alley. Another Turkish firm, TAV Construction is working with Athens-based Consolidated Contractors Co. to finish the revamping of Tripoli’s international airport by next March. The project includes two new terminals that can handle 20 million passengers annually. Marlton, New Jersey’s Hill International is also contracted for about $8 billion to manage the design of 25 new university campuses. Top international hotel chains Intercontinental, Sheraton and Marriott will soon open their doors for the first time in Tripoli as Libya looks to draw more businessmen in and tap the tourist market with its beaches and Roman ruins.

Other projects include introducing 4G wireless services into the country and building a high-speed rail-link along the Mediterranean coast between Sirte and Benghazi, a distance of about 310 miles (500 kms). Future plans envision the General Motors-built trains running straight across from Tunisia to Egypt. Gene Cretz, the US’s first ambassador to Libya in 36 years, said the nation is keen to have American companies return because “our companies tend to go beyond the investment ... to provide capacity building.” But he said the Libyans have cautioned US firms about doing business there. The advice: “‘They can’t come to hit and run. We want them to stay and help us. We want technology transfer and capacity building,”’ he said.

The Libyan economy depends primarily upon revenues from the oil sector, which contribute about 95% of export earnings, 25% of GDP, and 60% of public sector wages. The weakness in world hydrocarbon prices in 2009 reduced Libyan government tax income and constrained economic growth. Substantial revenues from the energy sector coupled with a small population give Libya one of the highest per capita GDPs in Africa, but little of this income flows down to the lower orders of society. Libyan officials in the past five years have made progress on economic reforms as part of a broader campaign to reintegrate the country into the international fold.

This effort picked up steam after UN sanctions were lifted in September 2003 and as Libya announced in December 2003 that it would abandon programs to build weapons of mass destruction. The process of lifting US unilateral sanctions began in the spring of 2004; all sanctions were removed by June 2006, helping Libya attract greater foreign direct investment, especially in the energy sector. Libyan oil and gas licensing rounds continue to draw high international interest; the National Oil Company set a goal of nearly doubling oil production to 3 million bbl/day by 2012.

Libya faces a long road ahead in liberalizing the socialist-oriented economy, but initial steps - including applying for WTO membership, reducing some subsidies, and announcing plans for privatization - are laying the groundwork for a transition to a more market-based economy. The non-oil manufacturing and construction sectors, which account for more than 20% of GDP, have expanded from processing mostly agricultural products to include the production of petrochemicals, iron, steel, and aluminum. Climatic conditions and poor soils severely limit agricultural output, and Libya imports about 75% of its food. Libya’s primary agricultural water source remains the Great Manmade River Project, but significant resources are being invested in desalinization research to meet growing water demands. So, to all qualified, Specialized companies which have previous experience and which have the intention to submit to one or more of the above tenders, to receive directly specification booklets through their representatives which have to fill the attached receiving forms ahead, before coming to receive booklets, to ease and speed the process. 3- Who desire to bid has to present his qualification and past experience, supported with documents in the related Field. Also legal and Financial documents, according to the prevailing laws for those registered in Libya, have to be Submitted (all in a separate envelope). These are : · Decree of formation. · Valid Commercial registration. · Valid registration Certificate from Chamber of Commerce. · Valid working permission. · Valid proof of tax payment. · Financial status along last three

(3) years or current budget for new companies. · Minister of economy permission.

4- Bid to be submitted in four(4)separate envelopes, red Wax sealed, stamped from bidder, indicating project name, MTC No. and participating bidder’s name to be indicated clearly on each envelope. First envelope is financial Composed of one original + three (3) copies. Second envelope is for technical (one original + three (3) Copies) without price, Otherwise, it will be rejected. Offer Validity should be, at least, three (3) months From the Closing date. Third envelope is un-priced commercial offer (without price, Otherwise, it will be rejected) & has to contain the required payment conditions with the necessity to agree on all AGOCO general terms and conditions to participate in the tender & also the acceptance that the Libyan Jurisdiction is the competent one to settle any disputes which might arise between the contract parties, and it should contain a copy of commercial offer without prices & it is composed of one original + three (3) Copies and attached with it is a Bid bond. Fourth envelope contains company supporting documents as pre-mentioned in condition 2. above.

5- Their must be no advanced payment by AGOCO to the contractor.

6- Bid bond value is 0.5% from bid total price and must be submitted as a certified cheque issued from a local Libyan bank to AGOCO, or bank guarantee valid for six (6) months from bid submission date. And to be attached with the un-priced offer in red wax sealed separate envelope. Bid bond cheques will be returned later for non accepted bidders.

8- Any bid which does not comply with the above mentioned conditions will be rejected. Low price is not the only controlling factor in evaluation. The scope of work and supply. “5KV rating, ESP flat down hole power cable, desingned to operate under max 400ºF 3-conductor, AWG#1, stranded (7-wire), tinned copper, insulation materials EPDM (0.09” nominal thickness) resistance tape, synthetic braid 3 conductors cabled around an elastomeric sealant, EPDM jacket material (0.06” nominal thickness).

Cable armor must be interlocking fully galvanized (thickness of 0.025”). Cables must be on steel reels of 6500 ft & 5300 ft each, reel diameter must not exceed 85”, width 60” & hub no smaller than 4.5”.

MANAMA: Al Baraka Banking Group has maintained its growth momentum in the first half of this year despite adverse regional and global political and economic developments.

The Bahrain-based Islamic banking group posted a 10 per cent increase in net income for the first half in comparison to the same period last year.

Total operating income increased 17pc to $412 million in the first half, proving that the bank's continued expansion strategy was feasible.

Net operating income after deducting all operating expenses, amounted to $192m in the first half which is an increase of 13pc over the income made during the corresponding period last year.

Net income surged 10pc to $121m from $110m during the same period last year.

Net income attributable to the equity holders of the parent also registered 10pc growth with $70.8m in the first half compared to $64.4m last time.

The increase was achieved despite rising operating expenses for the group on account of branch network expansion and enhancement of its information technology and human resources departments.

Total assets stood at $17.6 billion at mid-year, an increase of 3pc over last year.

Financing and investments increased 8pc to $12.7bn at half-year compared to $11.8bn at the end of last year.

Customer deposit, including equity of investment account holders, saw an increase of 3pc from $14.7bn at year-end to $15.1bn at mid-year.

Total equity increased by 3pc to reach $1.84bn at half-year.

In the second quarter, total operating income increased by 13pc to reach $206m, while net income stood at $63m, showing a similar increase of 12pc from $57m for the same period last year.

Net income attributable to the equity holders of the parent grew at a comparable pace of 13pc amounted to $38m for the second quarter as against the $34m reported last time.

In comparison with the first quarter of 2012, total operating income remained at the same level during the second quarter.

Net income, on the other hand, increased by 10pc to reach $63m compared to the $57m made during the previous quarter.

"The second quarter of 2012 witnessed the spread of the adverse effects of euro zone's crisis into the world economy as a result of the decline in its imports of products and raw materials, including oil," said chairman Shaikh Saleh Abdullah Kamel.

"These had negative implications on the environment of the banking sector.

"It is natural that the operations of banks would have been affected by these developments.

"We have achieved good results, which reflect the group's success in following the right Islamic banking model as well as precautionary strategies that enabled it to deal wisely with these developments and to continue expanding its business and income".

The group is aiming at greater expansion, including exploring emerging markets, said group president and chief executive Adnan Yousif.

"The subsidiary units of the group in Turkey, Egypt, Jordan and South Africa resumed expansion by opening new branches in the first half of the year and this has direct positive impact on growing their deposit base and financing portfolios," he said.

Total branches of the bank's units increased to 414 across 14 countries at half year from 399 at the end of last year, he said.

"We expect that total branches of the group's units will exceed 500 in the coming three years," Mr Yousif said.

Expanding regionally as well as into emerging markets is high on the group's agenda, with the opening of a representative office in Libya.

"We have opened our representative office in Libya, where we are preparing for expansion in the Libyan market and providing services to individual clients as well as companies and government agencies," he added.

LONDON (Reuters) - Libya's largest refinery, Ras Lanuf, will restart by August 28, according to a senior National Oil Corporation (NOC) official, after months of delays that freed up additional volumes of crude oil for export and weighed on markets for light, sweet grades.

The prolonged outage at Ras Lanuf, which can process 220,000 barrels of oil per day (bpd), helped tighten product markets as the plant was an important supplier of jet fuel and naphtha among other products to customers in the Mediterranean.

Preparations for the refinery's restart, which was shut during last year's uprising against the rule of Muammar Gaddafi, are already underway. Oil products held in tanks at the refinery have been sold to make room for fresh output.

"They have sold products in stocks specifically to empty the tanks," said a trading manager who works with Libya's NOC.

Ras Lanuf accounts for almost two-thirds of Libya's oil refining capacity and is owned by a joint venture between the NOC and Trasta Energy, headed by a powerful United Arab Emirates businessman, Essa Al Ghurair.

The plant was ready to resume operating late last year, but industry sources say a dispute between Libya's state oil firm and its UAE-based partner over payments for crude oil caused the restart date to be pushed back repeatedly.

Muscat: Overthrow of Muammar Gaddafi's regime has resulted in newfound freedom for many Libyans, including fashion designer Raja Rayes, who can bring Tripoli's rich culture into her clothes and jewellery.

Raja, who recently showed her latest collection from her label, Rujji, at a fashion show at Bait Muzna Gallery in Muscat, says her designs are heavily influenced by Libyan culture.

She uses traditional materials like patterned cotton, silk and silver to make her gowns and jalabiyas. To create different looks, she combines old material with new, merging her country's past and present.

"I think a lot about our culture. I use fabrics that people don't use now. I look at pictures of old fabric and get someone to make it for me. We have a rich culture-¦and many of my designs use material that somebody used years ago,- she says.

While Raja is free to use these materials in her designs now, she says in the past it was very difficult because even fashion was censored by Gaddafi's regime. "For many, many years we couldn't feature our culture from Tripoli the way we wanted, because our government was from Sirte, which was more powerful than Tripoli,- she explains.

Now that there has been a change in government, Raja can safely use designs that originated in Tripoli, or which reflect Libyan history. For example, some of her dresses are embroidered with lyrics from songs her mother used to sing.

Raja's designs not only reflect the pride she has in her homeland, but they come with a "Made in Libya- label, which is something she long dreamed of. She also says she wants people around the world to be able to buy clothes made in Libya.

Though she lived in Italy for 26 years, Raja always wanted to contribute to the growth of her homeland, so four years ago she opened a fashion academy in Tripoli where Libyans could study design. It was then that she began her own line, too. She had often made clothes and jewellery for herself and for friends and family who encouraged her to start her own line.

Raja says she grew up in a home surrounded by art, antiques and beautiful carpets, all of which influenced her interest in design. "I grew up inside beauty,- she says.

Raja says she was delighted to show her line in Muscat, and is planning another fashion show for January, also at Bait Muzna.

(Reuters) - Dubai's flagship airline Emirates, the largest carrier based in the Middle East, will resume flights to Libya in October after suspending them for almost 18 months following the outbreak of civil unrest there.

Emirates will operate four flights a week from Dubai to Tripoli starting on October 29, using an Airbus A330-200, the airline said on Monday.

International airlines have been resuming services to Libya gradually since late 2011, following the ouster of Muammar Gaddafi in August that year. Security worries have not entirely disappeared; Tripoli's international airport was closed by angry militiamen for a day in June this year. (Reporting by Praveen Menon; Editing by Andrew Torchia)

On Sunday July 29th, the Egyptian capital witnessed the launch of a new cooperation framework among three of the Arab Spring countries: Egypt, Libya, and Tunisia. Generally, the framework incorporated eight articles, six of which included general fields of cooperation, while the last two expressed the collective position regarding the current Syrian and Palestinian issues.

As a practical step toward implementing the economic aspect of the framework, Mr. Kamal Amr, the Egyptian Foreign Minister, announced that there would be joint meetings among the three countries with the aim of creating a visa-free area among the declaration parties. The step, in the sense of being one form of economic integration, is viewed by the countries’ representatives to be the seed of an elusive dream: a common Arab market. The free movement plan is intended to include both workers and tourists.

The benefits of such a measure are thought to be enormous, especially in the case of developing countries. The free movement of human capital would allow the migration of labour from countries with low-paying jobs to those with higher wages, elevating the standard of living and thus enhancing equality among people. Moving from low productivity to higher productivity jobs will, in turn, cause higher production in terms of GDP. The fruits are even more obvious in the case of skilled workers, where opening borders would allow the job-seekers a wider range of opportunities. Consequently, starting a cooperation program in training and education in the near future, as mentioned in article number six of the declaration, is recommended with the objective of providing specialized education in the fields where technical expertise is most needed in the three countries.

This form of competition among the three nations in attracting workers should not be wrongly perceived as a source of overemployment in one country and underemployment in another country. On the contrary, the free movement of people would lead to the creation of new jobs through the movement of entrepreneurs and businessmen, where business opportunities are more promising. The three countries are actually a perfect match for exchanging labour. Libya has always depended on foreign labour for filling jobs in farms, factories, hospitals, and other workplaces. The flight of foreign labour during the Libyan uprising in 2011 caused many businesses to collapse, probably reducing the GDP by half, according to some IMF estimations, although official estimates are not out yet. On the other hand, the abundance of labour in Egypt, with a population of about 80 million and a work force of over 25 million, remains a constant source of diverse skilled and unskilled workers for Libya.

The free movement of people is also believed to be one of the factors that could foster political reform in the three countries. People often move to locations they believe are more stable politically, or offer more freedom and a higher quality of life. Better education and health services, cleaner environment, and a lower population concentration represent additional reasons that can attract workers and their dependent families.

Finally, much remains to be accomplished on the way to further economic integration among the Arab countries and new countries are welcome to join the initiative. The free flow of capital is as important as the flow human capital. Revising the customs policies on both real and financial capital will become a necessity in the future, as will increasing mutual direct and indirect investments. Indications are that the visa-free area initiative signifies a new hope to the developing half of the Arab world, and more prosperity to the richer Arab countries, since both already own the required resources and economic capabilities to lead sustainable integrated development.
