In a step towards a healthier legal climate for the oil industry and a sign that the issue of corruption is being taken seriously, Libya and the USA have decided to investigate several different oil companies.

The Wall Street Journal reported that authorities in Libya and the USA are investigating oil giants such as Italy’s Eni spA and France’s Total SA over their past relations with the former Gadhafi regime. The Libyan general prosecutor's office is investigating "Libyan and foreign operators in Libya" for possible "financial irregularities," its deputy head, Abdelmajeed Saad, said in an interview. In a March letter reviewed by The Wall Street Journal, the prosecutor's office formally asked the head of audit at Libya's National Oil Co. (NOC) to supply oil-company documents. The letter mentions paperwork related to oil transactions between NOC and international traders Vitol Group and Glencore International PLC as examples of documents it is seeking. Though the Libyan probe focuses mostly on the Gadhafi era, the letter indicates that the it also encompasses the period of the country's civil war until the present. Reuters reported that Eni said in its 2011 annual report that the SEC indicated the probe was in connection to "certain illicit payments to Libyan officials" possibly violating the U.S. Foreign Corrupt Practices Act. The former Libyan regime used political influence in conducting oil business in Libya. The new Libyan regime, which faces its first elections in June, is under pressure to shed light on oil deals completed under Gadhafi, whose overthrow was driven partly by discontent over alleged corruption. This investigation does not necessarily halt foreign interest in oil business in Libya. Eni, which normally obtains about 14% of its total production from Libya, wants to double that amount and invest between $30 billion and $35 billion in the coming decade.

Reuters reported that Libya has come third in Germany’s top oil imports.

A recovering Libyan oil sector sent 779,000 tonnes of crude to Germany in February 2012, up from 595,000 tonnes in January and 388,000 tonnes in December. This puts Libya third-highest in Germany's oil imports, economic and foreign trade statistics office BAFA data showed on Wednesday. The figure was up from 614,000 tonnes in February 2011 when fighting broke out between rebels and forces loyal to former leader Muammar Gaddafi, damaging oil installations and disrupting exports throughout 2011. Libya in Jan-Feb taken together was ranked fourth after Russia, Britain and Norway but in February Libya overtook Norway. Wintershall, a German oil company that operates in nine fields in Libya, has not been able to return to full production as the pipeline connecting it to export facilities is still damaged. "We want to stabilise our production capacity. To do this, however, the export infrastructure also needs to be in place," Rainer Seele, the chairman of Wintershall, said last month. Libya aims eventually to boost production to 2 million bpd. At present, international oil companies are refusing to commit to the necessary exploration work, citing safety concerns in areas often controlled by tribal militias.

New projects and offers have been declared by the Libyan government to rebuild the transportation sector and communication lines.

The Libyan Ministry of Transportation is calling on international transportation companies to submit technical files and projects to provide buses and coaches that could connect Libyan cities. According to the Tripoli Post, the Libyan Ministry of Transportation has already started to receive proposals. A symposium will be held on the following dates: Saturday: April 21, 2012, at Rixos Hotel, Tripoli, from 09:00 to 13:00 pm, and on Monday, April 23 at the Tibesti Hotel, Benghazi, from 12:00 pm till 17:00 pm to give an opportunity to the different companies to show their presentations. The proposals should include among other things: the company’s background, a description of buses manufactured (dimensions, capacity, mechanical strength, any additional services for people with special needs, elderly, air-conditioning, possibility of separate male and female compartments etc.) and training services, says the Tripoli post. Meanwhile, on behalf of the Libyan International Telecom Company (LITC), Huawaei Marine Networks has chosen the French cable maker Nexas to provide around 440 Kilometres of submarine fibre optic cable for the Libya Silphium link across the Mediterranean Sea. The cable will provide an initial capacity of 70 gigabites a second and a maximum capacity of 1.2 terabits a second, according to Global Telecom Business. LITC considers this as the first step in chain of developments that will cover Libyan demands by investing in different international connectivity projects, such as the European Indian Gateway (EIG) submarine cable project, and the Libyan-Greece submarine cable project (Selphium).

French companies have expressed a special interest in commissioning projects that could boost Libyan infrastructure and major industrial businesses. According to AFP, more than 50 French companies are participating in the Tripoli International Fair this week in a bid to turn political goodwill into commercial profits, French officials said Tuesday. "We want to take advantage of this (favourable) climate but we will also have to work hard," Michel Casals, president of the French-Libyan Chamber of Commerce told AFP. "Libya is a big market with a strong potential," he added. The French companies are expected to implement projects in the different business sectors of Libya. The political support for such interest was translated into a visited paid by the political affairs advisor of the French president to Libya to discuss the different ways to support these projects. The Governor of the Central Bank of Libya and the French Ambassador to Libya received the advisor and promising discussions are taking place. France is one of the first countries that responded positively to the revolution in Libya and has supported the new Libyan state since March 2011.

Yesterday, the Turkish Prime Minister, Rajab Tayeb Erdogan, received Mr. Ashour Ben Khayal, the Libyan Minister of Foreign Affairs and International Cooperation, during the Friends of Syria conference held in Istanbul. The meeting resulted in signing an agreement for Turkey to purchase 1 Million tons of Libyan crude oil. Turkish Energy & Natural Resources minister Taner Yildiz said that Turkish Petroleum Refineries Co. will handle the purchase process. Although it is easy to see the connection between politics and oil exportation, companies in Libya are moving towards gaining more autonomy in running their own affairs on a cost-benefit basis, which attenuates the political influence and improves the climate for international investment in Libya’s oil sector. Companies from different countries, such as New Zealand and Turkey, have expressed their willingness to increase their investments in different sectors of business this month. This trend is expected to prevail in the coming months, bringing with it a positive influence on the Libyan business atmosphere.

According to the Tripoli Post, government spokesman Nasser al-Manaa stated that Libya is expecting a higher oil output by the end of this year as compared with 2011. Mr. Manaa showed that Libya reached the production of 1.45 million bpd, which is the highest level since the uprising. Such a considerable increase in the sector of energy production has its consequences for industry and the attraction of international companies to share in the rebuilding of Libya. According to al-Watan al-Libiya Newspaper, the Libyan government is working with several companies in the reproduction of war remnants in order to provide a large amount of recycled materials, such as iron and copper. Such an industrial process will help in reducing the amount of harmful materials and counterproductive weapons in circulation.
